What are the eligibility conditions for expansion establishments to use Employee Transfer service?
  1. Establishment must be active
  2. Commercial record must be active
  3. Establishments under the same unified number must not have any expired work permit
  4. Comply with safeguarding of wages
  5. Establishment must medium green for the last 13 weeks together or 26 separated weeks in the last 52 weeks
  6. Establishment must medium green
  7. Transferring employee shouldn’t exceed the allowed quota of medium green for the establishment (For Expansion)
When employee services can be transferred without current employer approval or waiting completion of notice period?

Employee will be transferred immediately if one of the below conditions are met:

  1. Employee Work Permit is expired
  2. Employee Iqama is expired.
When Notice period is starting ?

Notice period will start after employee accept the request and if the requesting establishment meets the following conditions:

  1. the establishment has 100% contracts compliance in QIWA
  2. the establishment has Approved policy in QIWA
What is “Pending for employee approval” status?

Establishment owner should notify the employee to approve the transfer request through Qiwa individuals within 10 days to avoid auto cancelation.

What is “Pending for notice period completion”?

After approving the transfer request by employee, the notice period will start, based on terms and conditions. the employee should keep working with current employer till notice period is completed and transfer request is completed.

What is “Pending for current employer’s approval”?

After approving the transfer request by employee, the current employer should approve the transfer request based on terms and conditions.

What is the regulations for having transfer balance?

Establishment can have the balance once it is complied with Saudization and regulations. In addition, Ministry of Human Resources and Social Development provide encouraging programs for establishments by supporting them with a standard balance at the first year.

Does business owner need to update the employee information in GOSI?

Once the request is accepted by MOI successfully, Qiwa will send employee information update to GOSI.

It is a service that enables expatriates to move occupations either by:

  1. From one business owner to the other.
  2. Move within the establishment’s branches.
How can I use The Employee Transfer service?

Once you agree with the current or the new employers, they will send you a request via Qiwa individuals for you to view all the information needed (including the contract) in order to take an action on the request.

What is Employee Transfer within establishments holding the same unified number?

It enables you to move from one enterprise to the other operating under the same business owner, it requires your action to approve or reject via Qiwa individuals.

How can I access the service?

You can access the service by following these steps:

  1. Register / Sign in to Qiwa.
  2. Go to Qiwa Individuals.
  3. Click on “Employee Transfer” Service
  4. The system will display requests if there are any.
Who can use this service?

It mainly serves expatriates in Saudi Arabia and it does not serve citizens as it is revolving around services’ transfer and the management for expatriates employees.

What do I commit to when I accept the transfer request?

When you accept the request, it is considered as if you signed a new employment contract which can be found in the request details to preserve the rights of both parties.

How long will the request remain pending my approval?

The request will last for 10 days, starting from the submission date.

Can I transfer to another employer if my Iqama and work permit is valid?

Yes, you can transfer.

What is the expected time to complete the service?

The transfer request needs employee approval through Qiwa individuals

How can I use the service?

Through company services or the Individual account in QIWA

What are the eligibility conditions for establishing establishments to use Employee Transfer service?
  1. Establishment must be active
  2. Commercial registration must be active
  3. Establishments under the same unified number must not have any expired work permits
  4. Comply with the safeguarding of wages
  5. Establishments must be at least medium green or small green Nitaqat except the current entity
  6. Available Balance for Establishing Visa
Can the transfer be completed if my Iqama expired during the notice period ?

The transfer will be completed right after the notice period despite of the status of your Iqama.

Can the transfer request be cancelled?

The request can be cancelled if the status of the request is (Waiting for Employee’s Approval) and within 10 days of the sending date.

Please note that requests are automatically cancelled in the following cases:

  • If transfer request is rejected by the employee.
  • If the employee does not accept nor reject the transfer request within 10 days.
  • After 14 days without completing the transfer.

  1. Status of the establishment should be existing
  2. All work permits should be valid
  3. The establishment must be committed to the wages protection program
  4. For incorporation facilities: All other entities under the unified number must be in the medium green or very small green range “Nitaq” at least except for the entity under incorporation

When transferring services, the employee's approval of the application, including the employment contract, is required
